Responsibilities of the Accountant General

The Accountant General shall be responsible for the compilation and management of the accounts and the custody and safety of the public money and public property of the Government, and for that purpose, the Accountant General may give such instructions of a general or specific character to Heads of MDAs as may be necessary for the effective implementation of the purposes and provisions of the Act.
The Accountant General shall be the Authorizing Officer of the OAG and shall perform such duties and responsibilities as required by the Act.
The specific duties and responsibilities of the Accountant General shall be:
- Provide executive direction including establishing the Office of the Accountant General’s strategy, policies, and standards.
- Manage the accounts of the National Budget and control the accounts of each Public Body.
- Receive all public monies payable into the Consolidated Fund, provide secure custody for these monies, and make disbursements on behalf of the Government in accordance with the Act, or any other enactment and under the authority of the Minister or his or her designee. He or she shall ensure the safety and integrity of the Consolidated Fund and all other public funds of the Government of the Federal Republic of Somalia.
- Release money from the National Consolidated Fund once the Federal Parliament has approved the National Budget.
- Provide the overall operating framework for control of public resources and expenditure
- Issue instructions on a commitment control system and oversee control, recording, and reporting of commitments of Public Bodies.
- Supervise, inspect, and access all offices of Public Bodies where public money and Federal Government Property are held, administered or maintained.
- Produce cash forecasts of the National Consolidated Fund.
- Oversee the production of timely, accurate and reliable financial management information that meets professional standards and conforms to internationally accepted financial and public-sector standards; Preparation of the consolidated accounts and keeping, rendering and publishing statements of the public accounts as required under the Act or any other enactment.
- Maintain the public debt register and record of commitments
- Reviews and authorizes all data, information and reports being released to the public, Government Executive, Minister of Finance and Donor Agencies
- Establish framework for collection of fiscal data and statistical reporting
- Oversees the implementation of the Public Financial Management System (PFMS).
- Determine the Chart of Accounts, accounting standards and financial management principles for all Public Bodies and Sub-National Governments.
- Supervise and ensure the correctness of the receipts and payments of public money, the management of cash and stores, the handling of public money, securities, stamps and other Federal Government Property.
- Establish standards for professionalism and operations for MDA accountants
- Advise the Minister of Finance of any apparent defect in the control of or dealings with revenue, expenditure, cash, or assets by a public entity; any significant issues with the creation of or management of liabilities and fiscal risks; or any breach or non-observance of financial regulations, directive or instruction which may come to the notice of the Accountant General.
- Provide leadership in the development of the public sector accounting profession.
- Manage all executive relationships between the Accountant General’s Office external stakeholders and
Exercise any other duty that may be attributed to him or her by law or regulation.
