Planning and Capacity Building Department

Department Overview

Shall be responsible for the development of the OAG strategic plan and operational plan comprising envisaged activities and detailed costs, work plans, expected results and associated indicators for measuring performance against the plans, and sustainability interventions. The department shall also be responsible for managing the Training and Capacity Building Initiatives of the PFM/Accounting Cadre throughout the Government.

Planning Section

  1. Coordinate the formulation and development of the OAG strategic plan and operational plan;
  2. Coordinate the implementation, monitor and evaluate the strategic plan, tracking performance on the strategy for organizational effectiveness, operational efficiency, and accountability;
  3. Monitor the implementation and evaluate the efficiency of the strategic plan and operational plan;
  4. Oversee and provide support to the OAG departments in setting targets, monitoring the progress of work and the quality of outputs, appraising departmental performance, and identifying the measures to overcome weaknesses,
  5. To act as a reference point and key driver for the performance management process of all the OAG departments ensuring timely setting of performance targets and KPIs that are in line with the strategic plan;

Capacity Building Section

This section shall have the overall responsibility of raising the professionalism of the PFM/Accounting cadre staff throughout the FGS by coordinating and conducting various capacity-building interventions.
Specific duties and responsibilities of the Capacity Building Section shall include:

  1. In liaison with other Departments in the OAG and MDAs identify training needs for the financial management cadre and other officials handling financial management affairs throughout government;
  2. Identify professional training needs and coordination of the training for accounting cadre and OAG IT staff in the federal government;
  3. Develop work plans and setting performance targets for the implementation of OAG’s training policies and programs and be responsible for the monitoring and evaluation of the implementation.
  4. Provide responsibility for the monitoring and evaluation and necessary advice in the implementation of the training programs and be responsible for the monitoring and evaluation of the implementation;
  5. Organize and run training programs for the financial management cadre and other officials handling financial management affairs throughout government;
  6. Conduct one-to-one coaching,
  7. Facilitate training workshops;
  8. Put in place and update professional career development plans for the financial management cadre,
  9. Liaise with appropriate professional bodies or institutions on professional and ethical training requirements/ developments for the financial management cadre to ensure that they satisfy internationally accepted best practices;
  10. Maintain a database of all accounting cadres throughout the government. The database should detail their professional qualifications, all training undertaken, and development plans;
  11. Organize and conduct training programs in collaboration with other training partners
